1. I spoke to Messrs Gilmartin and Mayhew of WIAD this morning about funding repairs to Governors' Residences etc. Strangely enough Mr Mayhew had just started putting some thoughts together about the very same subject.

2. They agree with us entirely that we must try to get this subject out of the political arena and that the best way to do it is to have a fund quite separate from Aid to which Governors can have recourse. They feel that this will have to be on the F30 Vote in the same way as 'topping up', but that DevDiv could help out on the practical side by sending someone round to estimate what requires to be done and the priorities. 3. They are of the opinion that whatever we decide, the territories will complain that the money is being misused and could be better applied to something else. However the degree of opposition would rather depend on how we,ex loin, the

wall to Asidemes de decision. That portion of the Grant-in-Aid, would have to be deleted, so to that extent they would receive less Aid, but there would be the advantage to them that they would no longer have the responsibility either. The Governors would have the advantage of not having to go cap-in-hand to ExCos or local departments and would know that as far as possible their problems were being dealt with, if not immediately, in some sort of order of priority.

4. Both were of the view that we should also take on responsibility for leave passages for the same group of posts.
