I shall be grateful for the views of Heads of Departments concerned on a paper which is being prepared in my department proposing that, for certain grant-aided dependent territories, Colonial Regulation 281 should no longer apply and that the cost of maintaining government houses should fall on the British Government, preferably through the Aid Vote.
2. We are also considering whether the leave passages of Governors in these grant-aided territories should not also become a charge on British Government funds. The arguments in favour of this proposal are the same as those set out in paragraph 4 of the paper.
