Thank you for your letter of 1 July about the shots at my house. I am grateful for your concern.

I would like to take this opportunity to express to you the view, which I know other Dependent Territory Governors will share, that the problem of maintaining reasonable lersonnel security would be considerably eased if the FCO had some special funds available which could be drawn upon quickly when circumstances so require in such territories where the Governor/Commissioner is responsible for internal security, but where under present arrangements he is obliged to try to discharge that responsibility by working through local elected Ministers and within the locally voted budget. This is an issue with which the geographical department (WIAD) is already familiar. Lut since it has a direct bearing on the safety of Diplomatic Service and other. British personnel in Dependent Territories, the. intervention and support of your department in helping to work out a more satisfactory arrangement could be very valuable.
