38. We recommend therefore that Mr Hall should continue in full-time employment until 31 December 1976 and that he should thereafter be offered a contract as a part-time officer to fill the role of HMOCS Adviser and Liaison Officer. We would not see a need for attendance beyond an average of three days a week. In view of the progress which remaining Dependent Territories have made recently towards independence we should not expect this post to be required for more than five years at most. We therefore recommend that the contract offered should be for two years in the first instance and that extension should be subject to a review of requirement at the end of that period.

39. We see the duties of the HMOCS Adviser and Liaison Officer as including:

1. advice on matters relating to the appointment

of Governors, Judicial, Legal and Administrative Officers;

2. advice on questions concerning conditions of service, pension entitlements, petitions, discipline, etc, in respect of officers serving in Dependent Territories;

3. the present duties performed by Mr Hall

as HMOCS Liaison Officer;

4. liaison with, and advice to the General

section of the department on matters concerning the future staffing policy for senior posts in the Dependent Territories.

In the shorter term we would expect Mr Hall to take a leading role in the organisation of the transfer to the Hong Kong Government representative of the responsibilities for recruitment referred to in paragraph 34 above. We consider that the duties listed above would, on average, call for not more than 10 days attendance per month.
