PART I

Terms of Reference

We were required to review the responsibilities, organisation and establishment of the Gibraltar and General department of the Foreign and Commonwealth Office, and to recommend any changes desirable in order to facilitate its most effective and efficient discharge of the responsibilities. We carried out the Inspection between 24 November and 5 December 1975 with assistance from Miss B MacGregor and Mr V E Day of the Registrar's Branch.

Establishment

The Dependent Territories General department was established early in 1971 to incorporate under one grade 4 Head of department the Dependent Territories Administrative Staffing Unit, a section of Financial Policy and Aid department dealing with financial matters in the Dependent Territories, a constitutional affairs section from Commonwealth Coordination department and a section (previously supervised by the Overseas Labour Adviser) dealing with labour legislation and the application of international labour organisation conventions and instruments in the Dependent Territories. The department was last inspected by the Chief Inspector in March 1972.
