Your minute of 2 February addressed to Mr Bentley refers.
I attach job descriptions completed by all members of my Department down to and including Grade US10 (paragraph 2(a) of your minute) and questionnaires completed by the secretarial staff. The latter have been keeping folders containing copies of all work typed this month to show to the Inspector (paragraph 2(b)).

I have decided against preparing any written briefs for . the Inspector (paragraph 2(c) of your minute). The main issue is that of the future of the Department when Seychelles becomes independent in late June and responsibility for its affairs is due to be transferred to EAD. A number of ideas have been canvassed and I think that it will be better to discuss these when the Inspection takes place rather than to attempt to formulate views in writing at this stage. To a large extent the future of the Department is bound up with acceptance by the Secretary of State of the ideas in a recent planning paper on Hong Kong, some of which we have not yet had a chance to discuss with the Governor. I will explain the background to Mr Morgan when he inspects the Department.
