INSPECTION OF HKIOD'S REGISTRY

1.

Thank you for sending me a copy of the Inspectors' report on our registry. I have noted paragraphs 4 and 5 concerning the possible institution of a Precedent Record and the holding of files by Desk Officers and will initiate action as appropriate.

There is a small error in paragraph 1 of the report where it is stated that the Desk Officers in the Department are situatued on the floor above the registry. This is true 20 far as concerns the Seychelles Desk Officers but the Hong Kong Desk Officers are on the same floor as the registry, in room K245.

3. Following the inspection, Mr Day telephoned to say what the Inspection Report would say. I did not demur and, in particular, noted Mr Day's observation, reflecteč in paragraph 9 of the report, that it would be possible to integrate the registry, given suitable accommodation. I did not, at that time, know of a proposal by Mr O'Keeffe that Mr Bailey, the Registry Officer who, handles the bulk of the papers on Hong Kong, should be accommodated with the two Hong Kong Desk Officers in room K245, i.e. Mr Bailey should be "integrated". At Mr O'Keefe's request, I have since put this proposal to Mr Morgan.

4. I should explain the thinking behind this proposal. Following Seychelles' Independence at, the end of June, responsibility for its affairs and those of the British Indian Ocean Territory (BIOT) will be transferred from HKIOD. EAD will take over responsibility for Seychelles and, possibly, the BIOT as well. As a result, Mrs Trew's job in HKIOD's registry will disappear and rs Taylor's will be considerably reduced. She currently spends about 30-40% of her time handling BIOT papers. The only member of HKIOD's registry with a full-time job would thereafter be Mr Bailey. It so happens that there is space for a third person in room K245 and it would undoubtedly assist the work of the Department if the registry officer handling Hong Kong papers were to be co-located with the Desk Officers. At the same time, it would not be satisfactory for the registry work on Hong Kong to be split between room K245 and the existing registry where, if no change were to be made, Mrs Taylor would continue to have two-thirds of a job on Hong Kong.
