PROPOSAL TO TRANSFER MISS DAW FROM GIBRALTAR AND GENERAL DEPARTMENT TO ODM

1.

In paragraph 2 (o) of your letter of 6 July to Glason, ODM, not copied to me, you referred to the fact that the transfer of Gibraltar (Internal) section to SED and the need to return Gibraltar aid work to ODM is the subject of a submission on which final agreement is expected soon. You suggested that Miss Daw might return to ODM "as compensation for ODM taking on additional work" and that "this will provide ODM with an additional HEO by reducing by one the quota of ODM posts in the Joint Departments".

2. With regard to Miss Daw's present post, you noted that the Inspector had recommended a revised structure for the Administrativ Legal and Judicial Staffing Unit:-

(In addition to these the Inspectors recommended:

plus 1 DS5 full-time to 31 December 1976, ` thereafter on contract as part-time HMOCS Adviser and Liaison Officer on a two-year contract with a maximum duration of five years.)

You mentioned that this structure would "abolish Miss Daw's HEO post" and you went on to say that "this recommendation has been accepted by all concerned, including the Superintending Under-Secretary, Mr Larmour, and the Head of GGD, Mr Lewis".

3. The recommendation of the Inspector to reduce the strength of the staffing section was based on Hong Kong Government acceptance of responsibility for recruiting their own staff. This recommendation was accepted by Mr Larmour and myself and we hope that Hong Kong Government- will take over their recruiting from November 1976. However, there is no reference by the Inspector to Miss Daw's return to ODM and this was certainly not considered by either Mr Larmour or myself, nor did the Inspector make such a suggestion to the Head of the Staffing Unit when discussing future arrangements.

4. Miss Daw has been with the Staffing section since it was set up and she has considerable experience of staffing matters affecting HMOCS and with Mr Hall going on to a part-time basis at the end of the year, I think her continued presence in the Staffing section is essential if we are to maintain the continuity that is necessary. You will recall that in my minute of 1 July addressed to Mr Farrar in PPD, I stated that I
