1. If Mr Bailey is to be the only integrated Registry Officer to serve Hong Kong and Indian Ocean Department he will be expected to handle 140 new receipts per week, which is much higher than the 80/85 expected of a central Registry Officer. To comment on the conditions in Mr Milton's paragraph 2:-

(a) It would still be physically possible for Miss Foulger to

supervise the Registry, while she remains in K 271, if Personnel Operations Department agree. Integrated Registries are supposed to dispense with the Head of Registry supervision and Desk Officers are required to assume some of the Head of Registry responsibilities.

There will not be a "long-stop" in K 271, if Mrs Taylor's post is cut.

The Registrar's "Pool" would do its best to cover Mr Bailey's leave and sick leave, but there are only five members in the Pool, to meet all Registry emergency requirements, and "Pool" help would sometimes be limited.

Two solutions are possible

(1) Appoint two integrated Registry Officers to HKIO Department

(Room 245) which would give them time to assist Desk Officers with Departmental work. Job-satisfaction is one of the aims

of integrated Registries; or

(2) Appoint a Clerical Assistant to assist with photocopying and

distribution etc.

Our preference is for two Registry Officers, as a CA would not be able to cover the absences of Mr Bailey, and as we have said before "Pool" help could not be guaranteed.
