5. The effective and obvious achievement of H.E. the Governor

is to centralize the executive systems and to reform the old regime. Such as: The increase of the membership of the Executive Council and the Urban Council. The Independent Finance of the Urban Council. These may lead to carry out policies effective- ly.

6. With the abolition of the Secondary School Entrance Examination, and with sufficient nember of places for all Primary Six leaver's waiting secondary education, we can begin a new era of education. We would like to issue our praising Sir Murray's plan on Education.

7. We applaud to his decision on the Military Expenditure. He

suggested to take over the barracks for the purposes of develop- ment of the city. This decision will certainly release the burden of the tax-payers.

It is hard to get good policies and it is even harder to have thene policien become reality. Sir Murray MacLahose net good policies and it is reasonable for him to carry out these policies. We are afraid to say that it is the aspiration of the majority of Hong Kong people that Sir Murray MacLahose should stay on for another term to make his policies a reality.
