LORD GORONWY-ROBERTS'S MEETING WITH MR Y K PAO
1.
Lord Goronwy-Roberts has agreed to see Mr Pao, briefly, at 10.00 am on Thursday, 12 February. (My submission of 16 January).

2. This is the third occasion in the last twelve months that Mr Pao has called on Lord Goronwy-Roberts. (The previous occasions Flag were in February see the attached record of the meeting
October last year). Mr Pao might have something of particular interest to tell Lord Goronwy-Roberts this time but, on the whole, it seems more likely that he wants to maintain his habit of seeing Ministers when he is in London and that, as before, his will be a courtesy call only.

Mr Pao will have called on the Secretary of State for Trade on 11 February and detailed shipping matters will presumably have Flag been covered at that meeting. I attach a copy of the DOT's brief
for Mr Shore. Lord Goronwy-Roberts may wish to draw upon this brief, as appropriate, in discussion with Mr Pao.

It is possible that Mr Pao may refer to the question of the international Transport-Workers' Federation's black-listing of the tanker "Camellia", which has been the subject of press reports. This 31,000 ton ship, owned by a Hong Kong company (not one of Mr Pao's) is on the Panamanian register. It has been held up in the Manchester Ship Canal for some three weeks as a result of the ITF's campaign against ships using "flags of convenience". The aim of the campaign is to ensure that the crews on such ships receive internationally agreed rates of pay and to eliminate certain mal-practices, eg demands for signing-on payments from crews. The crew of the "Camellia" is supporting the ITF's action. The owners sought an injunction in the High Court last week ordering the ITF to allow the ship to sail. The injunction was refused.
