There is a risk that the new
generation growing up in Hong Kong will become increasingly dissatisfied with conditions of work which are out of line with those elsewhere in the region and with/ever widening disparities of wealth which Hong Kong's economic success is creating. It would therefore seem highly desirable to take steps to ensure that industrial peace, on which Hong Kong's export trade is so dependent, is assured. Lord Goronwy-Roberts might add that we look to the Executive Council to support the Governor's attempts to introduce measures which will bring working conditions in Hong Kong into line with those of her neighbours.
