HONG KONG: SIR Y K KAN'S CALL ON LORD GORONWY-ROBERTS

1. Lord Goronwy-Roberts has agreed to see Sir Y K Kan, the senior unofficial member of the Hong Kong Executive and Legislative Councils, for a "general chat" at 10.30 a.m. on Tuesday, 8 June Flag (Mr Bacon's minute of 19 May).

"Sir Y K" (as he is usually referred to) will have seen the PUS on 7 June in order to discuss the question of an extension of the present Governor's term of office beyond October 1977. Sir Y K is also expected to call on Mr Cortazzi after his meeting with the PUS.

notes, with a Line to Take, on topics which Lord Goronwy Roberts may wish to take the opportunity to raise or which Sir Y K Kan himself may bring up. The notes deal with changes in the Legislative Council (the topic which may be uppermost in Sir Y K Kan's mind), Labour Legislation, Social Security, the work of the Independent Commission Against Corruption (ICAC) and,
purely defensive, the death penalty; and
C.
a copy of Mr O'Keeffe's brief of 26 May for Sir Y K Kan's call on the PUS. Sir Y K is not expected to raise the question of the Governor's term of office with Lord Goronwy-Roberts. The Minister of State may, however, wish to draw on paragraphs 6-10 of Mr O'Keeffe's brief, which deal with UK/Hong Kong relations,in discussion with
Sir Y K.
