Extension of Services of H.E. the Governor

During the period of Sir Murray's governorship

good relations with China have been maintained and it is

vital for Hong Kong that they should continue to remain so.

It is probable that a period of instability and internal

power struggle in China lies ahead.

Hence it is most desirable

that Hong Kong Government actions vis-a-vis China should

continue to be guided by Sir Murray.

So far as Hong Kong itself is concerned, it is

universally acknowledged that the adoption of ambitious

programmes of expansion of social services, and the progress

made so far towards the achievement of those programmes, stands

very much to the personal credit of the present Governor.

of these programmes are still in their early stages and it is

highly desirable that Sir Murray should continue to direct

policy until they are more soundly based.

Should it be decided to increase the number of seats

of Unofficial Members on the Legislative Council and to add

additional Members from a wider spectrum of society, this too

will make it inadvisable for any change of Governor to occur,

at least until such time as the new Members have had time to

settle down.
