Thank you for sending me a copy of your minute of 8 June to Mrs Chitty about Sir Y K Kan's complaint about Hong Kong's not getting a fair deal from the CPA.

Mr Cortazzi has now sent Mr O'Keeffe the PUS's record of his talk with Sir Y K Kan on 7 June. The following is an extract from the record dealing with Sir Y K's complaint about the CPA:-
"In particular, he [Sir Y K Kan] attached importance to continuing visits to Hong Kong by British MPs and other people of influence (even if they were not always 100 per cent satisfied with what they saw). Equally, he thought that there was scope for more visits to Britain by members of the Hong Kong Legislature, etc. In this context he complained that for the past two years Hong Kong had not been invited to meetings of the Commonwealth Parliamentary Association. He asked whether anything could be done to rectify this. I undertook to look into this: and I shall be grateful to know what the position about it may be."
It appears that Sir Y K Kan's complaint is not perhaps directed to Hong Kong's participation in the CPA's annual seminar or "Visit", with which you dealt in your minute, but with the apparent failure over the past two years to invite Hong Kong to "meetings of the CPA". I do not know whether Sir Y K Kan meant to refer to the CPA Annual Conference, though I note from paragraph 3 of your minute that Hong Kong does, in fact, attend the Annual Conference.

Mr Larmour, who has referred your minute to Mr O'Keeffe, and Mr Cortazzi have asked HKIOD to pursue Sir Y K Kan's complaint. As Mrs Chitty has suggested, it looks as though the next step should be to prepare a draft letter for the PUS's signature. I will set this in hand but should be grateful for any further comments you may have in the light of the PUS's record of his talk with Sir Y K Kan.
