badly treated over the years by the UK Branch of the CPA. The figure of ten invitations to Hong Kong over twelve years compares, for example, to five in the case of Bermuda, Antigua and other, admittedly smaller, dependent territories. (Given that there are 100 CPA branches and that the UK Branch invites only 25 persons on its annual visit to the UK, it might be argued that Hong Kong's "entitlement" should be one invitation every four years.) The UK Branch of the CPA have said that it is possible that Hong Kong
will be invited to send someone on the 1977 visit to the UK but
they would not wish to commit themselves at this stage.
4. Visits organised by the UK Branch of the CPA are, of course, only one of the ways in which we can arrange for influential persons from Hong Kong to come to this country. Following Mr Cortazzi's recent visit to Hong Kong, for example, IAD have worked
out a full programme of COI sponsored visits for the coming 12 months. Whatever basis there may be for Sir Y K Kan's complaint
and I do not think that there is much to it - he can be reassured
that we are alive to the need to arrange for as many suitable people as possible from Hong Kong to visit the UK.
5. I submit a draft letter from the PUS to Sir Y K Kan. CCD
