With reference to your telephone conversation today with Mr. Kidd, I am enclosing a proof copy of the Fabian Society's pamphlet, "Hong Kong: Britain's Respon- sibility", by Joe England.
The pamphlet is due to be published later this month, and we have given an undertaking to the Fabian Society that we will treat it as confidential until then. I will let you know as soon as we are informed of the publication date.
Joe England's former appointments have included Senior Tutor in Trade Union Studies for the Workers' Educational Association in South Wales and Deputy Director of the Department of Extra-Mural Studies in the University of Hong Kong. We are trying to bring his biography up to date and I will telephone you when we have more information.
