FABIAN SOCIETY PAMPHLET ON HONG KONG
1. Mr Kidd has now sent us an advance copy of the Fabian Society pamphlet on Hong Kong entitled "Hong Kong: Britain's Responsibility". On brief inspection this gives a familiar left-wing case against the present administration of the Colony, although without the strident marxism of "The Case to Answer".
2. Mr Kidd has told the Governor of this intended publication. Sir Murray has asked him to provide Hong Kong with a summary as soon as possible. I suggested that/ão this through FCO channels and I attach two telegrams which I have drafted from the draft telegram sent across to me this morning by Mr Kidd.
3. The telegram summarising the pamphlet is long and it is arguable that,if Hong Kong are going to get their own copies on 8 January, there is little point in sending them the summary, But since the Governor himself has requested this, I do not think there is any alternative.
4. I will send copies of the pamphlet to FED, OLA and Mr Dart, asking for comments.
