Working conditions especially safety and employment of young people.
Unemployment and other compensation for injury, sickness etc.

(a) Education. (Surely it should be possible to achieve
compulsory free primary education within a limited number of years plus an improved secondary education system? This should appeal to the businessmen as one of the main strengths of Japan's growth has been the high educational standards of Japanese workers. Moreover the Chinese are temporamentally well able to take full advantage of educational opportunities.)

Housing. Standards are too low. Are they not higher in Singapore? Could not Hong Kong at least try to emulate Singapore?
6. I am sure that we must be ready to provide the Secretary of State before he goes to Hong Kong with a detailed brief on this pamphlet and such valid objections as we may have to its proposals.
