FABIAN SOCIETY PAMPHLET ON HONG KONG

After your visit to Hong Kong and the subsequent minuting between us, I believe that we are very close in our assessment of the problems of Hong Kong and about what we think needs to be done. I agree with you in the sort of priorities you list in para 5 of your minute of 11 February.

2. The trouble is that there is still some difference

of view within the Office, both at Ministerial and official

level, not so much about what needs to be done but about

the rate at which it can and should be done. And we know

that the Governor feels that both the gradualists and the activists in the FCO want to move at a pace faster than

he thinks desirable. There is clearly a good deal of

discussion ahead for us before we clear our own minds

in the Office and agree on the advice to be given to the Secretary of State. We are still awaiting the promised

papers from Hong Kong, but the first draft of the Department's paper should be ready later to-day.
