UNHCR: VIETNAMESE REFUGEES
When Pat Morgan wrote to you on 30 July he said he would let you know as soon as any formal communication was received from the High Commissioner on his plan for the international community to co- operate in re-settling those Vietnamese refugees who are picked up on the high seas.

As Pat is on holiday for three weeks, I now enclose a copy of a letter dated 28 July with attached Note from the Deputy High Commissioner. We would be grateful for reactions as soon as possible in view of the High Commissioner's request for HMG's urgent con- sideration of his proposed solution.
