only one P-7 refugee has been returned to Hong Kong out of the 11,687 granted refugee status in all these years.
I do hope that the Hong Kong Government will be able to accept the tactic I have just proposed since without such a gesture on your part we will be unable to do any more than move the 7 refugees remaining from the MV Ava who are covered by the Expanded Parole Program.
