of the 1977 annual programme would be unavoidable unless contributions amounting to at least $14 million were announced either at the Pledging Conference later this year or very early in 1977.

CONCLUSION

The most useful development of the 27th Session of the Executive Committee was that it witnessed the beginning of a dialogue between the High Commissioner and some members of his Committee. Members were still generous in their praise of the High Commissioner and his Office. And rightly so. However, some were also more prepared to be critical than hitherto. Judging from the replies given to the questions posed by these members, the High Commissioner and his staff need further exposure to scrutiny of this sort for the Executive Committee to become occasions for healthy exchanges of views. Given the early circulation of documents before the 28th Session, hopefully delegations will then be better prepared to delve into the High Commissioner's activities.
