a) Talk on Recent Visit to Vietnam by Mr. H.L. Kirkley

Mr. Kirkley had gone to Vietnam for two weeks in December 1975 on behalf of several organisations including the DEC and the British Hospital for Vietnam Committee, which it was proposed to build in the Ha Tinh province, north of the 17th parallel. His two week vicit had been under the auspices of the Ministry of Health of the Demost Ppublic of Vietnam,

111) Down to the southerly part of the North to see the site of

the proposed British hospital.

Unfortunately, for a variety of reasons, Mr. Kirkley had not got permission to visit Saigon.

As he had been the guest of the Ministry of Falth, the programme had been geared to health projects in the field the ENT Institut of the Bach Mai hospital for deaf children, the district hospital in Van Dinh, etc. He had, however, managed to have dis: ussions at the Foreign Ministry, including a 1 ngthy and interesting talk with a esmor official responsable for relations with Western Europe.

One result of his visit was that he had made a number of and he had an opportunity of discussing these with the Minister, Mr. Reg Prentice. These recommendations had included; support for the UNHCR and UNICEF programme; for the British Hospital; assistance with the teaching of English by British Nationals at Teacher Training Institures; support for a proposal to produce lisers from used coal resources.

Mr. Kirkley felt that the British Government should participate as much as possible in Vietnam and was urging the speedy consideration of these recommendations.

The visit to the site of the hospital which had lasted four days had shown what the Health Service was already doing. The high standard of the work was impressive and an example to many developing countries. This was an area from which a great deal could be learnt as well as ways in which organisations could participate and assist. If opportunities could be found for the agencies to assist in all parts of the country this would be a great encouragement and help.

It seemed to Mr. Kirkley that the Vietnamese people and Government would appreciate and weincue a British presence and help in resettlement and rehabilitation.
