EXPORT OPPORTUNITIES IN DEPENDENT TERRITORIES

1. Cable and Wireless Limited, who provide the external telecommun cations of many of the Overseas Dependent Territories, have put to that there is a need for a system to provide early warning of projects of interest to them which may arise in British dependent territories. Please see the attached copy of a File Note covering a recent meeting which they attended and, in particular, section "General (b)" on page 3.

2. The two particular cases raised by C & W are perhaps not typical but they provoke the questions: a) do export opportunities arise in the Overseas Dependent Territories? b) if so, who is responsible for reporting them and what are the channels?

c) are all British aid projects in these territories reported through the Export Intelligence Service (to which Cable & Wireless can be advised to subscribe if they do not already)? and d) how can projects in these territories which are financed by aid from other developed countries be fed into the EIS? While much aid is tied, items such as telecommunications systems are often included in the infrastructure supporting a main projeat and could therefore be ope at least to sub-contracting by firme like Cable & Wireless.

3. We promised to take the matter up and I should therefore be grateful if your Department could consider it, perhaps in consultat with the DOT. We would have no objection to your contacting Cable & Wireless (Mr J Crouch, Principal Group Manager, International Operations, Tel: 01 242 4433) if you wish, but would of course like either to be consulted or to be kept informed.

4. Cable & Wireless are of course a nationally-owned firm. Thei sponsoring Department is the DOI (Mr J M Beale, Posts and Tele- communications Division, Tel: 01 275 3263).

5. I am taking up the issue at "generai (a)" of our File Note separately, with Gibraltar and General Department.
