With regard to para 1(c), from my limited knowledge of CA?s views on the question of requisitioning aircraft for other emergency purposes, I doubt whether they are likely to change their views expressed in 1969. As I understand it they have powers of direction in existing legislation which would be used in a war emergency and where an evacuation emergency is concerned they effect the chartering of aircraft as and when required by the FCO. 6. I notice that the Ministry of Defence (DS5) were consulted previously and in view of the presence of British forces in Hong Kong I wondered whether they ought to be brought into the picture.
