I refer to the letter dated 14 September reference as above addressed to Frost DOT (Shipping Policy) and copied to Green DOT(CA) and others.

I am sorry that you have not had an earlier reply from Civil Aviation but time has not caused us to change our views and for the reasons set out in my letter of 12) August 1969 we remain firmly of the opinion that charter is to be preferred

We do not share your fears about the possibility of delays Kio to requisition.

The air charter market is a competitive one. 1968/9 occurring in the charter process.

It is geared to provide a quick response to any enquiry and we are convinced that aircraft resources could be provided under this process in a time band very little different to that required for requisitioning.
