They also ask for a list of maps upon which this note would appear, thus making it clear that they do not appreciate that the present note will appear on all our maps. We have told our Liaison Officer that there appears to be this misunderstanding but even so he believes that the State Department will not change their posture.

6. To us the State Department's objections at 42 and 4b above are trivial, especially when one considers that the maps concerned are UK products.

Also their counter proposal for a two way note could leave the maps open to ambiguous interpretation. Such a note on UK produced maps of the Falkland Islands, Gibraltar, and even N Ireland could be implied to suggest that the US Government does not recognise British sovereignty of these territories.

7. We should appreciate your advice on how we should approach this problem. Moreover, as we are currently printing stocks of maps part of which are for US use, we have to ask you to give the matter fairly urgent treatment.
