DMS BOUNDARY DISCLAIMER: HONG KONG BOUNDARY DEPICTION

1. In my minute of 29 March to you, I sought your views on the point raised in paragraph 3 of Mr. Brading's letter of 19 March concerning Hong Kong.

2. Our consideration of this point (which I thought at the time was a non-issue) was, however, overtaken by our attempts to formulate a new Boundary Disclaimer Note. We have now recommended a new Note to the DMS (paragraph 3 of my letter of 26 April to Mr. Holland). If that new disclaimer is used in future, I do not see that any question of "compatibility" arises with the DMS's cartographic practice in Hong Kong. I should be grateful to know if you agree.

3. I do not know what the reasons are for following the practices stated in paragraphs 2(a) to (d) of Mr. Brading's letter. Mr. Janvrin (HKIOD) has, however, agreed to inform Hong Kong of our correspondence with the DMS: it seems unlikely that Hong Kong will have any objections to the DMS's practice which

Survey. appears to follow that of the Crown Lands Service Department of Hong Kong. In any event, if Hong Kong did have any comment to make, I do not see that it could create any difficulties in relation to the Boundary Disclaimer Note.
