THE GOVERNOR OF HONG KONG'S VISIT: 7-10 DECEMBER 1976:
BRIEF ON PROGRESS MADE IN IMPLEMENTING MEASURES FOR LABOUR
AND SOCIAL REFORM
1. It has been agreed that one of the subjects for discussion with the Governor next week will be progress made in implementing the measures for labour and social reform contained in the
lanning Paper and announced by the Governor in his statement at the opening of the Legislative Council on 6 October. The other main subject for discussion will be the prospects for the 1977/78 Hong Kong budget, on which a separate brief has been prepared in consultation with the Economists Department and FRD.
2. I attach a draft brief, to which will be attached copies of
summary Sd recommendations in the Planning Paper, the text of the Goverez's statement on 6 October, and the department's
€œDEWative study of these two documents. I should be grateful forte deonments by not later than close of play tomorrow, Vednesday, 1 December.
