HONG KONG: VISIT BY THE GOVERNOR: 7-10 DECEMBER 1976

1. The Governor of Hong Kong, who is at present on leave in

this country, will be in the Office for consultations from the afternoon of Tuesday, 7 December until lunchtime on Friday, 10 December. The Governor will be calling on the Secretary of State at 3.30 p.m. on Tuesday, 7 December and will be taking

part in a meeting with Lord Goronwy-Roberts at 10.00 a.m. on Thursday, 9 December. He will be accompanied at the meeting with Lord Goronwy-Roberts by the Financial Secretary Hong Kong,

Mr Haddon-Cave.

It has been agreed with the Governor that the main subjects

for discussion will be as follows:

(a) progress made in implementing the measures for labour and social reform contained in the Planning Paper (approved at the time of the Governor's last visit in July) and announced by the Governor in his statement at the opening of the Legislative Council on 6 October; and

(b) prospects for the 1977/78 Hong Kong Budget.

The Governor's visit will also provide an opportunity to discuss a number of other matters with him, briefs on which are being

submitted separately to Lord Goronwy-Roberts.

I submit a brief on the progress made since the Governor's last visit for the Secretary of State's meeting with the Governor. I suggest that the Secretary of State might limit his discussion with the Governor to that question, since he will be seeing the Governor at the beginning of his visit and it will not at that stage have been possible to discuss the 1977/78 budget in any detail. This will be dealt with at Lord Goronwy-Roberts'

meeting with the Governor.
