THE GOVERNOR OF HONG KONG'S VISIT: 7-10 DECEMBER

1. I have already submitted the programme for the Governor of Hong Kong's visit and a brief for the Secretary of State's meeting with the Governor at 3.30 p.m. on Tuesday, 7 December (my submission of 3 December refers).

2. I now submit the following briefs for the meetings that Lord Goronwy-Roberts and officials will be having with the

Governor:

(a)

on the progress made in Hong Kong since the Governor's last visit;

(b) the prospects for the 1977/78 Hong Kong Budget;

(c) the possibility of a Parliamentary Delegation visiting Hong Kong;

(a) the possible establishment of a Central Monetary Institution (CMI) in Hong Kong.

The prospects for the next Hong Kong Budget are the principal item for discussion with the Governor. A brief has been prepared on the question of a Parliamentary delegation visiting Hong Kong. This because Lord Goronwy-Roberts has told Mr James Johnson MP that he would raise it with the Governor when he was next here.

The It will be seen that the brief advises against the idea. brief on the possible establishment of a CMI is purely defensive.
