GOVERNOR OF HONG KONG'S VISIT: LORD GORONWY-ROBERTS' MEETING

a provisional Agenda for Lord Goronwy-Roberts' meeting with the Governor and Mr Haddon-Cave
at 10am on Thursday 9 December;
a background paper on the first item on the Agenda (progress made in implementing measures
for labour and social reform since the Governor's last visit). This paper is a very slightly sanitised version of the brief for the
item itself which I submitted on 3 December.
I have given copies of the provisional Agenda and the background paper to the Governor and Mr Haddon-Cave. The Governor has proposed some drafting changes in paragraphs 6 and 10 (sidelined). If the Governor accepts the points made in the background paper, as he has indicated that he will now do, subject to the Minister of State's views, the first item on the agenda can be disposed of without much discussion.
