It is important that the carrying out of

the policies and programmes outlined in this paper

should not be a cause of resentment in Hong Kong.

If this is to be avoided, it is essential that they

should be presented to the people of Hong Kong

as the policies and programmes of the Hong Kong Govern-

ment. There must be no suggestion that they have

been imposed by HMG; such a belief would arouse

hostility to the programmes and to Britain, of a kind

which would be corrosive of the Colonial link which

is essential to Hong Kong existence. Indeed, some

visitors to the Colony have remarked there is a degree

of anti-British sentiment there (even though much

of this may be by way of reaction to criticism of

Hong Kong by back-benchers or the British press).

Efforts should be made to counter this by an

intensification of the active information policy

already conducted by the Senior British Trade Commissioner.
