I attach a Brief for the discussions Lord Goronwy-Roberts,
other Ministers and officials will be having with
Sir Murray MacLehose next week. To this are attached copies of the Planning Paper which will be essential to these discussions,
and the Governor's letter of Mr Cortazzi of 2 July which contains
his most recent thoughts on the Paper.

The Governor has written to me twice on the question of appointments to the Legislative and Executive Councils and his detailed proposals are covered in an Appendix to the Brief. There
is also an Appendix on the activities on the Independent Commission Against Corruption in case Lord Goronwy-Roberts wishes
to raise this.

You will have seen from my submission of 14 July that a copy of the Planning Paper and of the attached Brief have been submitted to the Secretary of State in preparation for his meeting with the Governor on 22 July; and that a separate Brief will be prepared for this.
A copy of the Governor's programme for the week is also
attached.
