(a) the programme is the minimum;
(b) the importance of the announcement in October
being as specific as possible;
(c) the importance of there being no slippage
on labour legislation;
(d) the need for a change in budgetary assumptions
and for adequate forward consultation with us
on budgetary strategy;
(e) the importance we attach to an improved system
of social security as an entitlement;
(f) the necessity of appointing a trade unionist
to the Legislative Council now.
I shall, of course, stand ready at your meeting with
the Governor to intervene on details as you require.
