1. As you know, Adrian Smith, Senior Economic Adviser, is proposing to visit Hong Kong at the end of October.

The reason for his visit is to inform himself on the economy of Hong Kong and of the methods used by the Hong Kong Government for managing your economy. As he will in the next year or so be very much concerned with the communication process about the implementation of the Planning Paper, he and I feel that you may prefer to have the administration of his visit done through the Colonial Secretariat rather than through his own professional contacts in Hong Kong. If you think that he can quite properly ask his professional opposite numbers to do all the arranging for him, perhaps you would let me know either by letter or telegram.
