TRAVEL TO SOLOMON ISLANDS AND HONG KONG

1. I attach a copy of a minute dated 17 September from Mr West, Head of

Pensions Department, ODM.

Mr West is visitng Honiara, Solomon Islands, in the second week of

October to complete discussions on the limited and final compensation schemes

for HMOCS officers. He thereafter will have discussions in Hong Kong on

pensions problems. ODM, PDTD and HKD consider that it is necessary for Mr Hall,

in his capacity as HMOCS Liaison Officer, to accompany Mr West so as to ensure

that in the Solomon Islands the views of HMOCS officers on the complex and

contentious compensation problems are impartially considered and reported back

to the FCO and in Hong Kong for Mr West to have Mr Hall's support in his

discussions with the Hong Kong Government officials.

3. It is proposed that Mr West and Mr Hall should leave London for Honiara

on 14 October. Mr Hall will return to London about the end of October.

Subsistence allowances would be for 10-14 days.

I should be glad for your authority for Mr Hall's passage. Mr West's passage is a matter for ODM.
