According to your present programme, you will only be seeing Mr Donald and Mr Drace-Francis socially (supper at their homes on 4 and 12 October respectively). It looks, therefore, as though you will have to use these occasions to talk about the "Chinese dimension". You could check with Mr Donald whether he has heard any more from his NCNA contacts about Mr Leung Tat-Shing's appointment to Legco (a copy of Mr Donald's letter of le September is attached).

You will wish to arrange a meeting with Mr Scott, the Secretary for the Civil Service, to discuss two-way secondments, long term plans for "localisation" and permanent and pensionable appointments.
