MR ADRIAN SMITH'S VISIT TO HONG KONG AND CHINA
1. I have discussed Mr Smith's minute of 24 September (folio 77) with Mr Martin in FED and, on reflection, consider that we do not need to query the idea that Mr Smith should have discussions with the Bank of China in Peking. The important thing, as I pointed out to the Economists when Mr Smith wrote his letter of 3 August to the Economic Services Branch in Hong Kong (folio 60), is that he should not, in my view, engage in any discussions with the office of the Bank of China in Hong Kong. I think, therefore, that we can agree to the proposals made in Mr Smith's minute.
