5. Mr David, who is a Second Secretary, joined my department at the end of August. My understanding is that he will remain in the department for at least a year and, perhaps, for 18 months befor 'being transferred. He has not been to Hong Kong before and I do

not anticipate that there will be a ready-made opportunity for him to go there over the next year, e.g. in connection with any particular consultations. For the reasons advanced above, I should therefore like him to pay a duty visit before the end of this year.

6. I would hope that if Mr David's visit is authorised he would be able to stay in Hong Kong as a guest of the Assistant Political Adviser, a member of the Diplomatic Service on secondment to the Hong Kong Government. If that were to be the case, Mr David would not require full subsistence.
