1. I should be grateful if Heads of Departments would• consider carefully in future whether Departmental distribution for despatches would not be just as satisfactory as printing in the General/Economic series. The cost of printing for General distribution is, I understand, £210 for the 500 copies concerned, and for Economic distribition only £20 less for 80 copies. In many cases the much cheaper Departmental distribution is just as effective, since Departments can still ensure that despatches go to all those who really need to know, and it is also much quicker. The format may be slightly less attractive, but in the present economic climate this must be a minor factor in any decision. For the purposes of preservation
as public records, there is no difference in the various, methods of distribution.

2. We must continue to watch the length of despatches and urge Heads of Missions to ensure that their despatches are as succinct as possible. Where any despatch seems too long departments should draft for the Under-Secretary, if appropriate, to the Head of Mission.
