1. You have said that you would like to discuss an agenda for the first meeting of the Standing Committee to monitor the Planning Paper to be held in your room at 3.30 p.m. on Thursday, 21 October

Subject to our discussion, I suggest the following agenda:
(i) An account of my discussions with the Governor and others in Hong Kong, dealing in particular with:
(a) b
existing reporting procedures;
mechanics/techniques for monitoring the Planning Paper, e.g. check lists of progress;
(c) the possible appointment of a "Political Adviser
(UK)"; and
(a) two-way secondments.
(ii) A comparative look at the Hong Kong Planning Paper and the Governor's statement to the Legislative Council on
6 October, bearing in mind that we accepted, in the course of the telegraohic exchanges prior to the Governor's statement, that what he was going to say was consistent with the
Planning Paper. I understand that you wish to look particularly at:

criteria for public assistance to 15-55 year olds; secondary education; and
further labour legislation.
(iii) The proposed Note for the TUC elaborating on the Governor's statement.
(iv) Any other business, e.g. Asia Development Bank loans to Hong Kong; the Turner Study of Labour Relations, etc.
