1. I attach draft minutes of the first quarterly meeting of the Standing Committee to monitor the Hong Kong Planning Paper.
2. As I have omitted from the minutes some part of the discussion on (a) criteria for public assistance and (b) the proposed note for the TUC, I am also attaching the draft of the submission which will eventually cover these minutes and which explains the lacunae in them.
