1. I submit the minutes of the first quarterly meeting of the Standing Committee set up with Lord Goronwy-Roberts' approval, monitor the Hong Kong Planning Paper. The meeting took place on 21 October under Mr Cortazzi's Chairmanship. Mr Male, Mr Lipsey, the Overseas Labour Adviser, and representatives of Economists Department and Far Eastern Department and the members of HKD, were
present.
2.
The Standing Committee agreed that the minutes of its meetings
should be made available to the Governor. It was felt that such
action would both reassure him concerning our attitude towards
Hong Kong's approach to the implementation of the Planning Paper and possibly help him vis-à-vis some of his own officials who might be
inclined to drag their feet.
