I attach a first endeavour at our progress report on housing, medical, education, social welfare and labour legislation which I believe takes account of the points you raised at our meeting on 14th October. If you consider there are some changes necessary to the format or our style of presentation do please let me know.

You will recall that you asked for each section to carry a reference to Item 327 of the minutes of the Governor's Committee on 6th August 1976. That I have done, but I have also left in a reference to "Annex D" as, in some instances, e.g. housing and labour legislation, that source states our plans in more detail than the minutes.

The labour legislation report, with the narrative explanatory statement for which you asked, closely follows the regular quarterly report on this subject sent to your Department by Social Services Branch (see our letter (47) in CR 1/3051/67 V of 20th July 1976). I have assumed that this quarterly report will now cease and that your requirements will be met by the half-yearly (May and November) labour legislation section in our overall progress report, plus advice to you by letter at the intervening quarter dates (February and August) of details of any major changes or a simple note that there has been no change or only marginal change. I would, however, welcome your confirmation.

You will notice that the supporting narrative to the labour legislation section almost entirely duplicates the information given under the "purpose" and "present position" columns of the report. To avoid such duplication next time, I propose to add a "comments" column to the report in which, inter alia, any difficulties we are experiencing would be spelled out, and to drop the narrative piece. Do you agree ?
