in the last two years at primary school extended to cover such subjects as social studies, music and art, an improvement in the quality of education by ensuring that more trained teachers were available, and improved pay for school teachers.

6. On medical and health services Mrs Bennett argued for a new approach whereby community nursing services should be expanded so as to free hospital beds and enable doctors to give more time to serious cases. She also called for improved dental services and ophthalmic treatment for children. To this end, she suggested that each school should be enabled to engage a social worker. The Rev. Bennett also called for immediate improvements to be made to reformatory institutions and those for the care and protection of the young, the standards of some of which were a disgrace. She argued that more social workers should be provided to help children from disturbed families and for better training of those who managed residential homes and schools for handicapped children.

7. Mrs Bennett also spoke about the need to improve the quality of police recruits by requiring that all police entrants should have at least five years of secondary education.
