G. I was delighted with the debate yesterday because it was a debate. And this is, I think, what we all want. There were different p oints of view, they were well expressed, some of them extremely well expressed, there was a vote and a decision was taken. I obviously think it was the right decision.

Q. But because of this opposition, do you think it will affect our labour reform plans for the next five years.

G. No.

Q. The government will go ahead with its intentions.

G. We announced - I in general form and the Commissioner of Labour in detail the legislative programme for 76-77. This will go ahead. If members of the Legislative Council reject it, well that is a new situation. But I hope they won't.

Q. There has been speculation in Hong Kong that the Hong Kong govemment has come under strong pressure from UK authorities in connection with !!

speedier progress to be made in the areas such as education, social welfare and housing. Would you care to comment.

G. Well I think I really covered that in the previous answer. There is concem in the UK that progress should be made in these things. There is concein here. I expect you're concemed - I'm concerned certainly officials are concemed. fials are concemed. The only - I don't think pressure is the right word. There is concern and helpful interest. And I think this is right and constructive. Q. How Have any deadlines been set by the Bitish govemment for the implementation of social reforms.

G. They haven't set deadlines. The Hong Kong govemment itself has deadlines naturally, and it watches these very carefully. And it has the full support of HMG in doing this. 2. They haven't put any pressure on you by saying, we want them achieved by such and

such a time.

G. NO, no. No, it doesn't work this way at all. The plans have been evolved by the Hong Kong government. Some of them most of them were evolved several years ago.

as yo dan mÛ But they were slightly delayed by the recession, as you arew. And we are now picking up on them and we have announced various deadlines. For instance, a hundred per cent pull-through from primary to secondary education by 1978. Thisis our deadline. We think it's right, HM thinks it's right, we are both equally anxious that it should be kept to. That is the sort of way it works.
