9. I must, of course, emphasize that the ideas set out above are preliminary ones but Lord Goronwy-Roberts, who has been consulted informally, has indicated his general agreement with the lines on which we are thinking. We do, however, want to take as full account as possible of your views and shall not firm anything up until I have discussed them with you. We are, of course, conscious of the need to avoid too ponderous and inflexible a system.
