You spoke to Tony Galsworthy this morning about the the Governor's speech at the opening of the Legislative Council on 6 October.

2. When the Minister passed through Hong Kong in transit to Australia on Saturday 21 August the Governor asked him to look at the attached draft sections on labour,

particularly the wording of paragraphs 6 and 7. Lord Goronwy- Roberts told the Governor that he saw no objection to the proposed form of words.

3. The ADC gave me the attached copy and I was left with the distinct impression that it was all being cleared with you.
